Medical Services Staff

Phyllis Swift, DNP, FNP-BC, APRN

Has been a Registered Nurse since 1974 when she graduated with a BSN from the University of Colorado. Has worked in a medical-surgical unit for 1 year and then in a surgical intensive care unit. She began graduate work at the University of Missouri. She graduated with a MS in Nursing Education in 1982. Following graduation, Phyllis became an Assistant Director of Nursing over the ICU units. She taught at Marshall University for 10 years and in 1997 she enrolled into a post graduate FNP program at Marshall University and graduated in 1999.

She was a NP in an ER and insta-care part time while teaching full time at Marshall University. In 2004 her husband retired and decision was made to move to St. George, Utah. Phyllis began teaching for Dixie in September, 2004 and in 2007 began work on a doctorate degree. In 2010, she graduated from the George Washington University in Washington D.C. with a doctorate in nursing practice. She is one of three nurse practitioners who staff the Health & Wellness Center clinic bringing acute health care to the Dixie State University students/faculty/staff.

Phyllis lives in St. George with her husband and they have 5 children and 3 grandchildren who live throughout the US. Phyllis loves nursing-all aspects-but especially providing care to patients and teaching future nurses.

Vicky O’Neil, APRN

Vicky received her AA from Kaskaskia College, her BSN from the University of Maryland, her MS from the University of Maryland and her DNP from Rocky Mountain University of Health Professions. She has lived in the St. George area since April of 2003. Vicky has been teaching at Dixie State University since 2005. She lives in Toquerville with her husband and two dogs.

Carla Weaver, MSN, APRN, FNP-BC

Carla graduated with her Associates of Science from Snow College in 2001, her Bachelors of Science in Nursing from the University of Utah in 2004 and her Masters of Science in Nursing in 2008 from the University of Utah. She worked at the University of Utah hospital from 2002 to 2013 as a registered nurse and a nurse practitioner in the Burn Trauma ICU and Burn Outpatient Clinic. She also worked at First Med Urgent Care from 2005 to 2014. In 2014 she relocated to St George and is excited to work with the students and faculty at Dixie State University.​
